This is a Carlson Union General doll. He is older 50's or 60's I would guess. Note the different face mold than that of the newer dolls and the paper leg tag. I do not know if his stand is original or not, but I believe so as it is the same as this doll I have which is also an older doll with the paper leg tag.

  I bought this doll on eBay in August 2010.
