This doll is from the "Made by the Cherokees" dolls. She comes with a wooden heart shaped stand, and originally had a tag stamped with the name of the person who assembled her.
I purchased this doll at a tourist destination in the Western US sometime between 1987 and 1997.
I believe there is a male doll with a very similar pants costume.
