This is a Carlson Betsy Ross doll, #8-120. The Betsy Ross dolls I have seen all have the same basic dress with a white pinafore, but with different dress colors and patterns. The known variations are listed below:

This is the Betsy from my own collection. I got her on eBay in August 2010. I have also seen a Betsy in a purple and white calico pattern. I'm sure many different calico patterns were used.

I found the Betsy on the left in a purple dress at an antique store in Colorado in 2010. The one on the right I got in a lot on eBay on August 2010.

I found this Betsy in a red dress at an antique store in Colorado in 2010; she is missing her flag.

I got this Betsy in a lot of dolls on eBay in September 2010. Her dress is a bluer shade than the purple-frocked dolls.

A view of all 3 Betsy dolls I have. Note the difference between the indigo and violet dresses. The doll in the middle has a newer sewn cloth tag, the ones on the ends have the older paper hang tags. The older dolls have painted on white "shoes" while the newer doll's feet are unpainted.
